H. R. 29--"Requiring that certain entities discuss the
reestablishment of West Virginia State College's involvement in
Camp Washington Carver."
Whereas,
West Virginia State College was founded in 1891 as
a land grant college for African-Americans under the Second
Morrill Act 1890; and
Whereas,
West Virginia State College owned and operated Camp
Washington Carver from 1938 to 1979; and
Whereas,
West Virginia State College and Camp Washington
Carver have a rich cultural heritage and history that reminds the
African-Americans of West Virginia, as well as West Virginians of
all heritages, of the leadership and vigor to which the
Appalachian lifestyle has been directed by the African-American
influence; and
Whereas,
Camp Washington Carver is presently operated by the
Division of Culture and History; and
Whereas,
All West Virginians would benefit richly by the
reestablishment of West Virginia State College's involvement with
Camp Washington Carver; and
Whereas,
African-Americans should be given an opportunity to
explore and advance their heritage; therefore, be it
Resolved by the House of Delegates of West Virginia:
That the Board of Directors of the State College System of
West Virginia, West Virginia State College, the Division of
Culture and History and the Secretary of Education and the Arts
are requested to meet and identify a mutually acceptable and
beneficial plan to reestablish the involvement of West Virginia
State College with Camp Washington Carver; and, be it
Further Resolved,
That the plan shall be reported to theLegislative Oversight Commission on Education Accountability by
November 1, 1993; and, be it
Further Resolved,
That a copy of this resolution be
forwarded by the Clerk of the House of Delegates to the members
of the Board of Directors of the State College System, the
President of West Virginia State College, the Director of the
Division of Culture and History, and the Secretary of Education
and the Arts.
